Those with five fold ministry gifts apparently were among the elders of the churches though having one of the five fold ministry gifts is not listed as a requirement to be an elder.
When St. Paul called the Ephesian Elders to meet him, no mention is made of additional invitations being given to the pastor or other ministers who were surely part of the church leadership. Apparently the term elders included at least some of the ministerial leaders of the church.
